1. About Hohai University
Hohai University, founded in 1915, is a state key university under the direct administration of the Ministry of Education of China, and is on the State Double First-Class and 211 Project. It is a comprehensive university with research and study of water resources as its main focus, education of engineering subjects as its first priority, and coordinated development of a wide array of disciplines, ranking among China's top universities in its teaching indexes and overall strength. For more than a hundred years, the University has developed and grown in the struggle process of governing water and rejuvenating the country. It is known as the cradle of cultivating high-level innovative and entrepreneurial talents in water conservancy and an important base for water conservancy scientific and technological innovation. 2. About the program
The High level Graduate Student program is a scholarship program provided by the China Scholarship Council to Hohai University, for selecting and recommending outstanding students to study in China. The funding includes tuition fees, on campus accommodation, living allowance, and comprehensive medical insurance premiums.
The University selects and admits international students with excellent academic backgrounds, outstanding professional abilities, and future development potential based on the principles of individual application, college recommendation, expert evaluation, and selective admission. The final admission shall be subject to the approval of the China Scholarship Council.
3. Graduation and Degree Awarding
Graduate international students should have a good international perspective in their respective disciplines, be able to apply and develop knowledge, skills and methods in their fields on a global scale, and possess competitive capabilities in international affairs. The standard length of schooling for master's students is set to 3 years (no less than 2 years & no more than 5 years), and the standard one for doctoral students is set to 4 years (no less than 3 years & no more than 6 years).
Those who have completed all the courses stipulated in the academic plan and passed all the exams and thesis defense shall be awarded the graduate diploma. Those who pass the degree examination shall be awarded the corresponding academic degree. According to the relevant regulations of the Ministry of Education, China, graduate students taught in English should reach level 3 of <Chinese Language Proficiency Scales for Speakers of Other Languages>
4. Application Requirements
(1) Applicants must be a citizen of a country other than the People's Republic of China, and be in good health both mentally and physically.
(2) Applicants must be a bachelor's degree holder under the age of 35 when applying for master's programs and be a master's degree holder under the age of 40 when applying for doctoral programs.

6. Application Documents
(1) Copy of Passport Home Page. If the validity of the applicant's current passport does not meet the requirement (meaning the passport expires before September 2026), please apply for a new passport before submitting the application;
(2) Notarized highest diploma. Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations;
(3) Academic transcripts (from the undergraduate program onwards). Copies of academic records from first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university's academic affairs office, graduate school, or student management department. They can be in Chinese or English, but must be attached with notarized English translations if they are in foreign languages other than English;
(4) Language qualification certificates. Non-English native speakers shall provide English language proficiency certificates, like IELTS or TOFEL report;
(5) A study plan proposal. A study plan in English or in Chinese shall include the academic background, study and work experiences, and focus on research plans during graduate studies, and shall contain more than 1000 characters or words; the proposal shall be signed by a qualified supervisor of Hohai University. (6) Recommendation letters. Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted with the references' signatures and personal contact information. (7) A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant). The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. (8) Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application;
(9) Curriculum vitae. Consecutive study experiences since undergraduate. Full study experience is required for those who have studied in China;
(10) Scanned copies of the China related visa and residence permit, including all the study experiences. Upload your passport instead if there isn't any;
(11) Catalogue and abstract of published paper, if there is any;

(1) Uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.
(2) Applicants should ensure the telephone number on the application form is reachable and the email address is correct. If the documents are incomplete, the University reserves the right to request additional supplementary materials from the applicant.
7. Application Period
From November 10, 2025 to December 30, 2025 (Beijing Time).
8. Application Procedures
(1) Before December 30, 2025, applicants should log in to the Hohai University online application system at http://admission.hhu.edu.cn/ or https://hhu.17gz.org/ to register an account, fill in the information, upload the relevant application materials, and pay the 400RMB application fee, which is not refunded regardless the applicant is admitted or not.
(2) Before January 9, 2026, International School will conduct an initial review.
(3) Before January 16, 2026, the respective Colleges/Schools will review the submitted materials, including a comprehensive evaluation of applicants' academic achievements, research capabilities, and development potential. This evaluation will determine the list of recommended candidates.
(4) Before March 13, 2026, the University will organize the experts to conduct an online interview and finalize the list of recommended candidates.
(5) Before March 20, 2026, the University will issue a pre-admission notice to the recommended candidates.
(6) Before March 27, 2026, the recommended candidates are required to complete the China Scholarship Council online application at http://studyinchina.csc.edu.cn/ (Type B, Agency Number: 10294).
(7) The China Scholarship Council will organize assessments to evaluate qualifications and make determinations accordingly.
(8) Based on the evaluation results from the China Scholarship Council, the University will notify applicants of their admission status and subsequently prepare formal Admission Notices, Confirmation Form for Study in China (JW201), and other essential materials.
